What support is available for the purchase of an electric bicycle?

With its health and environmental benefits, cycling is strongly encouraged by the government's "bicycle plan". This incentive includes the creation in 2022(decree of August 12, 2022) of a bicycle bonus, uncoupled from any local aid. Originally, this ecological bonus was only intended to last until December 31, 2023, but it has been decided to extend it, at least for 2024 (the implementing decrees are currently being drafted).


With one notable change: the financial assistance now also applies to used bikes sold by professionals (like Upway!). This new feature is designed to encourage buyers to turn to second-hand bikes, and thus save precious natural resources.

Other schemes, such as the conversion bonus, the sustainable mobility package and local aid, may be added to this ecological bonus. We explain it all to you!

State aid: who can benefit? How much?

To be eligible for this government bonus, you must be of legal age and a resident of France.


Assistance is means-tested. To qualify for a grant, you must have a reference tax income of less than €14,089 (the thresholds are likely to increase in future decrees to take account of inflation). The grant is 100 euros.


If your taxable income is less than €6,358, or if you are disabled, you can receive an ecological bonus of up to €400 for the purchase of a conventional electrically-assisted bicycle.


Please note that in all cases, government financial aid cannot exceed 40% of the total cost of the bike, and a person can only benefitonce.


For the purchase of an electric cargo bike or folding assisted bike, the bicycle bonus provides a public subsidy of 1,000 euros for a reference tax income of less than 14,089 euros, and even 2,000 euros for a reference tax income of less than 6,358 euros.


One last thing: the bike purchased with this subsidy may not be resold within the following 12 months.

The conversion premium

The good news is that this scheme can be combined with the bicycle bonus


The amount of the conversion bonus, granted for the purchase of a new or used electrically-assisted bicycle in exchange for scrapping a polluting vehicle, is 40% of the purchase price of the electric bicycle, up to a maximum of €1,500. If your taxable income per unit is less than or equal to €6,358, or if you are disabled, the bonus can be as much as €3,000.


In low-emission zones, the government grants an additional premium of up to €1,000, provided you have received local assistance for the same bike.

How to benefit from the conversion premium

To benefit from this subsidy, you need to visit the dedicated website www.primealaconversion.gouv.fr no later than 6 months after purchasing your bike. You will be asked to provide the following documents:

  • copy of valid identity card, passport or residence permit,
  • copy of proof of address less than three months old,
  • a copy of the bike purchase invoice,
  • copy of latest tax assessment
  • RIB,
  • where applicable, proof of disability.

Of course, the bike you buy must be eligible, and the vehicle you are getting rid of must have been scrapped within 3 months of purchase or within 6 months of purchase.

Sustainable mobility package

This additional subsidy replaces the "indemnité kilométrique vélo " and must be set up by your employer. You can also easily check if you are eligible by following the link below: mesaidesvelo.fr/forfait-mobilite-durable


If your employer is not yet on the list, you can convince him or her of the tax exemptions available.


This is not really a direct subsidy for the purchase of a bicycle, but a bonus paid each year to reward employees who cycle to work. 


The amount is at the company's discretion, but in all cases it may not exceed 700 euros. This scheme can be combined with partial or total coverage of transport costs.

Local government aid for the purchase of a new or used electric bike

However, we have listed below the local aids available in the main French cities that have introduced them.

Electric bike bonus in the Île-de-France region

Amount : Up to 600 euros (or 1,200 euros in the case of an adapted bike)


Condition of bike: New or reconditioned sold by a professional (Upway eligible bikes here) and purchased less than 24 months ago.

As part of its policy to promote cycling throughout the region, Île-de-France Mobilités has introduced a purchase subsidy for various types of bicycle. No matter where you live in Île-de-France, you can benefit from this assistance:


  • Classic electric-assist bicycle: up to 50% of the purchase price (incl. VAT) of the bicycle and accessories, up to a maximum of €400.
  • Cargo bike with electric assistance: up to 50% of the purchase price (incl. VAT) of the bike and safety accessories, up to a maximum of €600.
  • Folding bike with electric assistance: up to 50% of the purchase price (incl. VAT) of the bike and accessories, up to a maximum of €400.
  • Adapted bicycle: up to 50% of the purchase price, including tax, of the bicycle and any handling aids, up to a maximum of €1,200. This assistance is modulated according to health insurance coverage.
  • Electrification kit installed by a professional after April 20, 2023

This scheme is also valid for certain accessories such as baskets/bags, helmets or anti-theft devices. This local aid can be combined with aid from other local authorities in the Paris region.

Electric bike bonus in Marseille and Nice

Amount : Up to 400 euros


Condition: New (Upway eligible bikes here)


The Provence-Alpes-Côte d'Azur Region doubles the local subsidy obtained from another local authority, up to a maximum of 200 euros for the purchase of an electric bike. For cargo bikes, the subsidy is 40% of the purchase price, up to a maximum of 1,000 euros.

The electric bike bonus in Lyon

Amount : Up to 1,000 euros, capped at 50% of the purchase price


Condition of bike: New or used, provided it is purchased from a specialist retailer based in the Lyon metropolitan area (so no Upway bikes are eligible).

The electric bike bonus in Toulouse

Amount : Up to 600 euros, up to 40% of the price excluding VAT


Condition of bike: New or used(all Upway bikes are eligible)


Residents of the 37 communes of Toulouse Métropole whose household income is less than €35,052 per unit and who commit to keeping their electric bike for 3 years can benefit from subsidies.


  • Purchase of a new or used VAE or conversion of a bicycle into a VAE: assistance of up to €250
  • Purchase of a new or used cargo bike with electric assistance: up to €600

The electric bike bonus in Nantes

Amount: From 150 to 800 euros for electric bikes, and up to 1,500 euros for cargo bikes.


Condition of bike: New or used(all Upwaycargo bikes are eligible)


To develop environmentally-friendly modes of transport, Nantes Métropole is offering a scheme to help with the purchase of cargo bikes or electric bikes. The cost of electric conversion kits installed by a professional is also covered.

The electric bike bonus in Strasbourg

Amount: Up to 500 euros


Condition of bike: New from a local partner (no eligible bikes on Upway)


If you live in one of the 33 communes of the Eurométropole de Strasbourg, are over 18 years old, and have made your purchase from an approved Véloptimiste distributor-repairer partner after January 1, 2021, you can benefit from the following assistance:


  • Tax income less than or equal to €6300: €500
  • Tax income between €6,301 and €13,489: €400
  • Tax income above €13,489: €300
  • Electric cargo bike 500€ without means test

The electrification of a conventional bicycle is eligible for a 150-euro grant.


This subsidy can only be used once by the same person and for a single piece of equipment, for a period of 5 years from the date of award. The beneficiary also undertakes not to resell the vehicle that has benefited from this assistance for a period of 3 years. Visit Strasbourg. eu to find out more.

The electric bike bonus in Bordeaux

Amount: 100 euros


Condition: New (Upway eligible bikes here)


Bordeaux Métropole's subsidy scheme for the purchase of electrically-assisted bicycles is aimed at residents of one of the 28 communes with a family income of less than €2,200.


The amount is one-off: €100. Your purchase may be prior to your request, but must be less than one year old.


The electrification of mechanical bicycles is also eligible for this local ecological bonus.

The electric bike bonus in Toulon

Amount: Up to 250 euros


Condition of bike: New or used(all Upway bikes are eligible)


As part of its policy to promote soft mobility, the Métropole TPM will cover up to 25% of the cost of a VAE, up to a maximum of 250 euros. This assistance can be combined with the PACA Region's ecological bonus.

The electric bike bonus in Saint-Étienne

Amount: Up to 200 euros, up to 20% of the price of the bike


Condition: New (Upway eligible bikes here)


In 2024, Saint-Étienne has allocated a budget of 100,000 euros to support the purchase of an electrically-assisted bicycle. To qualify, you must be a resident of the city and of legal age.


In detail, the Saint-Étienne Metropolitan Council's assistance consists of :


  • 200 € for taxpayers in the year prior to acquisition
  • 100 € for persons not subject to tax in the year preceding the acquisition

This incentive can be combined with the government grant.

The electric bike bonus in Grenoble

Amount: From 750 euros to 1500 euros.


Condition of bike: New or used, purchased from a partner bike shop (Upway bikes are not eligible).


The grant is means-tested. It amounts to 750 euros for an electrically-assisted bicycle and 1,500 euros for an electrically-assisted cargo bike.

The electric bike bonus in Dijon

Amount: Up to 350 euros


Condition of bike: New and purchased from a local retailer (Upway bikes are not eligible).


The Côte d'Or department offers a lump-sum grant with no means-testing for Côte d'Oriens wishing to purchase an electrically-assisted bicycle:


  • 250 on City Bikes (including cargo bikes) and Mountain Bikes (VTC). Mountain bikes (MTB) and road bikes are not eligible.
  • An additional 100 euros may also be awarded for the purchase of a Vélo à Assistance Électrique (VAE) assembled or product in the Côte-d'Or, i.e. 350 €.

The electric bike bonus in Angers

Amount: Up to 400 euros


Condition: New (Upway eligible bikes here)


As part of its travel policy, and in particular its promotion of soft modes of transport, Angers Loire Métropole is offering local residents a subsidy for the purchase of a new bicycle:


  • 25% of the purchase price of the bike, up to a maximum of €200 for a single electric-assist bike
  • 25% of the purchase price of the bike, up to a maximum of €400 for an electrically-assisted cargo bike.

The electric bike bonus in Caen

Amount: Up to 400 euros


Condition: New (Upway eligible bikes here)


The City of Caen provides financial assistance for the purchase of a new electrically-assisted bicycle, subject to income conditions. In addition to the purchase of a cycle, you may also be eligible for assistance with the purchase of accessories:


  • 300 € for a single VAE under the conditions of a reference tax income/number of part less than or equal to 13 489 €.
  • 400 € for a VAE cargo under the conditions of a reference tax income/number of part less than or equal to 13 489 €.

The installation of an electrification kit on a mechanical bike is also covered, up to a maximum of 400 euros and 30% of the total price.

All these local aids and the subsidies granted by the State can help to lighten the bill when buying a mechanical bike or a VAE. However, we would ask you to be patient when applying for these bonuses, as administrative delays can be relatively long due to the large number of applications submitted.
